The Ordinance seems based on the
English Stamp Acts, and we assume that no alteration in the scale of duties, as approved by the Colonial Authorities, is contemplated by the Home Government. We shall not, therefore, trouble your Lordships with any detailed comparison between the scale of English Stamp Duties and that proposed in the Ordinance.
We, however, forward a book printed for the use of Our Officers which contains a Table of the English Duties, as well as an exposition of the Law on most practical points.
With regard to the regulations for working the Ordinance, it appears to us that, having reference to the limited area to which the Ordinance will apply, regulations similar to those observed at our Head Office for the issue of stamps and the control of the accounts, will be suitable for Hong Kong:
At Somerset House there is an Office for the sale of Stamps, and besides the public may send in their own paper and parchment, as well as executed instruments, to be stamped.
We attach two papers marked A. and B. showing in detail the course pursued in each case, together with copies of the forms used.
Under Section 26,
The Ordinance allowance is to be made for Stamps that shall have become damaged.
We have prepared a memorandum marked C. setting forth the regulations in this respect.
